In the task manager it doesn't say any program is useing the CPU alot when idle. The CPU useage is at 0% except for when I go to move a window then the CPU jumps up to 100% on the explorer.exe process.

Check CPU usage, see if that's abnormal. That makes me think that it's a graphics driver problem. Check that you have the latest drivers installed.

because 1.4 Ghz is the minimum cpu you need for it to play. If you buy a game you should always check the system requirements on the back of the box. There's nothing you can do but waiting till you have a new cpu.
