msn blocks one contact every time i sign on

It's about contacts that you block yourself, not about contacts blocking you... If that is what you mean, then there are plenty reasons to know the real status of the contacts you've blocked. That's just netsend it has nothing to do with messenger, if you want to block ads from being downloaded to messenger you block global.msads.net (this also blocks microsoft's web-advirtising).
