Like annie points out, it does indeed seem to be the case chatlogging currently only works when talking to a true Skype account. Windows Live and Facebook chats are not logged by Plus! (yet). Also said before already. The logs are all in the same format, so it is quite logical that the Log Viewer (which is just a seperate, standalone viewer) can view older logs too.
