You just need to install an ircd on a computer with a fixed ip... I'm not going into which one, because I'll get shouted at for naming a crap one 
Google for ircd and there'll be plenty to choose from

Ermm realistically you need to have Linux running on a computer with a high speed internet connection
Unreals a personal favourite of mine
Sock Prefers Bahmut i think
Both are very good and Services can run on both.
