Use BBlog it's the basis of both Surfionline.com and Likethat.org.uk
Both look very different but underneath are very similar!

Wordpress has a verygood Plugin Interface, which has many plugins made for it.
setup takes 5 minutes. if not less.
It is compatible with the blogger API, as well as the MOvable Type API, the smarty API, and lots else.
IT provides tools for importing your blog from other systems.
Pages validate to XHTML 1.0 Transitional by default.
