nah, i don't think this is possible, plus! can only see if someone has installed plus!, not which plugins they have. (correct me if i'm wrong)
Just get your contacts to type (!PVER) that shows a list of their plugins

Yah what's the use of it? If you ever would need to know what plugins they had(This woul'd almost be never) You coul'd just ask them, tell them to type (!PVER) 'as was already mentioned', or just have the plugin do a ping for the plugin, if the developers made a command for it, (This was already said aswell)
