There is no Vietnamese translation.
If you want to be a translator, you are more than welcome.
Please read http://files.msgplus.net/data/TranslationGuidelines.doc as the guideline.
P.S.: You might want to wait for 3.20 which will be released in a few days

I am not enough good to be able to become a translator 
....
I remember that there was a Vietnamese translation for the version of messenger plus!2.
Is there anyone who want to do it, for this third version?
