You have to pay for Visual Basic yes. You can buy it in a store. We can not give you a place where you can download it because it's against the forum rules, such is asking about it too.

About that free Visual Basic version: like I said, there once was a free version. However, I thought it was called Visual Basic Express. I seem to be wrong though. However, I can't recall the full proper name of this free version (where you couldn't make EXE files, it is a limitation), but _maybe_ it was: "Visual Basic Control Creation Edition". I'm almost sure that MS doesn't provide it anymore though.
But, Visual Basic Express is also free. But is something different then what you'll expect. It is based upon the .NET framework and the proper name is: Visual Basic Express Edition. Because there is a new beta you can download this beta for free. But beware, this is still a beta with many errors!

depends on what you want.
Firstly, which version? VB5.0, VB6.0, VB .NET?
Second, which edition? Learning, Standard, Professional, Enterprise? (eg: comparisson for VB6, VB5)
Third, which license? Retail, Student, etc...?
Fourth, ....
Last: where are you gonna buy it, prices vary a lot from (online) store to (online) store...
in any case, it is always well above $60 US.
