Is there a way to check who is online without having MSN Messenger On. Like a Website?

you could use webmessenger.msn.com, or the highly unreliable block checkers

With MSN 7 you can log in with status 'Appear Offline'. You can do the same with MSN 6.2 but you'll need a patch.
Also with http://webmessenger.msn.com you can sign in with appear offline
