Linux has file extensions -_-
.conf for example, for config files...
and linux doesn't have weird reg stuff like dev,
dev is just all the things in your PC, like the com port, or the HDD,
NT has it too, but it's hidden
As for win3.1 GUI, I presume this guy never saw KDE, cause I can assure you that KDE can look twice as good as windoze XP
There's only one real downside to linux:
It doesn't have messenger plus

I was going to run ubuntu on my VPN server until I plugged the server in, there was a loud pop and a flash of light and the server wouldnt turn on.... 
But that wasnt ubuntu's fault, It was patchous because I put the msgplus sticker in the wrong place on the mobo j/k (I really did fry the server though.)

lately, linux GUIs are starting to associate "extensions" with actions, ie: you doble click a *.c file and the associated text editor opens that file, etc... but originally, in linux there aren't extensions.
