It wouldn't be that hard to do actually. Someone will probably do it soon.

there used to be a few of these when the PluginAPI was first introduced. I made one, TB did and so did NoName. Dunno where they all are now.

I believe the Advanced Display Picture plugin should work.

I just tried it and it indeed does not seem to work on MSN Messenger 7 (and Messenger Plus! 3.50).
I filed a bug report on the site, hopefully I'll get a reply soon
