Mine's about that, only about 5 seconds slower on start-up. My shutdown from login to power off is similar to yours (haven't timed it recently)
XP Pro, 240 MB of RAM, 2.4Ghz, 40 GB with 16 GB free (on a laptop)

Intel Celeron 2.00 GHz
768 MB DDR Ram
Windows XP Pro
I cba to time it but startup takes about 2 minutes. I usually hibernate rather than shut down though, so my actual startup time is more in the region of 20 seconds.

Operating System: [ Windows XP ]
Space [Hard Disk 1]: [ 2.23GB / 24.4GB ]
Space [Hard Disk 2]: [15.3GB / 64.8GB]
Ram Usage: [ 207MB / 896MB ]
CPU Info: AMD Athlon(tm) XP 2700+
CPU Speed: 2167 mHz
I usually class my PC's boot-up speed in sections:
BIOS: 4 Secs [doesn't change]
Windows XP Logo Screen: 5 Secs [The bar goes round once every 5 secs i think, mines only goes round once ]
Windows XP Logon Screen: 15 Secs until I can use it.
Logon Time: Usually around 10 secs
So in total, about 35 seconds.

Specs
Operating System: Windows XP SP2
Hard Drive Space: 68.8GB / 74.5GB ]
Ram: 512MB
CPU: Intel Celeron 2.30Ghz
It took mine 26 seconds. I only have ZoneAlarm, Msn messenger, windowblinds and cursorXP being the main programs that load at start up.
Anyone else using XP, I'd suggest checking out the link here, amazing what turning a few of the resource hogging services off can do to improve speed and performance.
