Here is a question..  If I take. my C:\Program Files\MSN Messenger  directory and copy it to a HD then install that directory from scratch meaning

old C:\Program Files\MSN Messenger  copy it to a cd-r go to another pc

take that directory and just put it in c:\program files will all the emoticons and such be there?

No, your emoticons are not stored in that folder. If you wish to transfer those, you might be interested in reading CookieRevised's reply to Where does MSN store it's avatars? and CookieRevised's reply to re-name display pics? :)

No, emoticons are stored in %appdata%\Microsoft\MSN Messenger\

and map.dat (i guess) is in an encrypted user account-dependent format!! so nope, you cannot just copy!

The .dat files of the emoticons aren't encrypted or anything, just merely the files with their extension changed. If you right click on one of these files and open with a picture veiwing program, you will see the emoticon.
