Hello, welcome to Plus forums, there have been various threads about this subject:
You will firstly need to locate your MSN ID number:
http://shoutbox.menthix.net/showthread.php?tid=15519
Secondly:
C:\Documents and Settings\<user>\Application Data\Microsoft\MSN Messenger\<passport id>\
copy the whole folder to your new passport
[
<user> is your windows username
<passport id> can be found with the link above.

There are programs to backup and afterwards restore your emoticons; see CookieRevised's reply to Backing up muggins/moods/winks for more information about that. Copying the folder itself is simply not enough, as that post will explain.
As for Mess.be (which is related to CustoMess, so the problem is the same): make sure there's no software blocking the site. Additionally, make sure the entry is not in your hosts file. More information about that can be found at "Connection refused when contacting www.msgplus.net". Of course, you will have to be aware that instead of MsgPlus! related websites, your problem is related to the Mess.be website then
