Im facing an anomalia, which doesn't let me connect to service. It occured after changing/translating a bit of msgslang.dll. I was lazy enough to not do it properly, so I copied some sections from older version. Atleast lines seemed the same.
So how does msgslang.dll affect connecting to the service?

msglang.dll is just the text in msn, did you reinsatlling msn? it should not effect the service at all 
just try uninsatlling and reinsatlling again
