It means, well, the phrase you say when you start reading quran or such, it's like a starting phrase that gives respect to god, nothing offensive or stuff.

You're right I think Brian, although I can't read arabic, it looks like:

i can't read but some letters are. actually what's that mean is

it's some kind a "hallo" or something. that God may help you i think.
