I was wondering what kind of plugin can help me detect users that are appearing offline if any?

Not possible 
. The MSN protocol doesnt allow it.

And remember that plugins only work for Msg Plus! 3 and under. MP!L 4 uses Scripts.
Either way, it is impossible to do so.
