I think its just a person viewing the History but that icon is just there when people view the history because on http://shoutbox.menthix.net/history.php at the top it has that logo *-)?

Hmmm, yeh. I think thats it aswell. I just tested it and it does seem that whenever someone is on that page it shows that logo.
But why? It doesn't do it with any other page

If I am not mistaken it was added for the rssbot but I could be wrong.
