what else would be a good idea is like...if people mess about, you could make them say things like "I eat boogeys" n stuff?? for a short period of time

Totally impossible.
Not only will certain stuff be a breach of privacy or even be very close to a trojan (letting people say stuff), there are no ways to control other people on messenger.
The msn network is not designed for moderated chats.
