Contacts who you have on your Mail List but not IM List.

none, it's only for "hotmail" users to see non "hotmail" users, in their address book... none whatsoever

To be fair, the name is quite descriptive.
'Non-Instant Messaging Contacts' = Contacts you can't send instant messages to.
