How does the contact list clean up know if a contact 'has you' or not?

It checks if they are on your reverse list
The reverse list is a list of everyone who has you on their contact list

could you somehow use the reverse list to make a block checker?
also: is this safe seeing as you mght be able to see other people on the reverse list?
