I'm not sure what you mean.

You want to transfer game saves from your PS2 onto your PSP via USB?

I think the USB ports on PS2s are used only (or mainly) for stuff like EyeToy cameras and that.

Most importantly, if you're sitting there thinking that the memory card on PS2 saves the whole entire game on itself, it's 8 megabytes (well that's what my one is:P) and will surely not be able to save the whole game, only data such as the exact location of where you are, what weapons/etc. you have, and so on.

If you in fact CAN transfer game saves from the PS2 mem card to your PSP, you'd most likely need the game on PSP as well, not just PS2.

You can send data from a PSP to a PS2 and vice-versa. Only problem is that only some PS2 games support PSP connectivity. One game I know for sure that works in Pro Evoultion Soccer 5 and 6. There is an option on the PSP game, and I think there is the same option on the PS2 version aswell. Try using those options and see what happens.

What game is it? The game needs to be the same.

If you're trying to download PS2 Save-Games from the internet and put them on your PSP and transfer them to your PS2 memory card... it won't work.

You'll need an extra piece of software, I believe the XPloder and Pro-Action Reply cheat disks have this functionality, to copy the save from a PC (I don't think it works with a PSP, I'm not sure how they're transferred) to the PS2's memory stick.

PS2 saves are in a different format than PSP saves...
