What i am looking for is a simple PHP + MySQL blog software that has comments, simple admin panel, maybe emoticons. and i need it to have templates or be able to easily fit into this design.
i don't want anything too complicated.
so if anyone can make some reccomendations, i would be grateful.

WordPress, simple and clean enough. Loads of themes and extensions (or perhaps plug-ins may I say?).
You could try a full featured CMS (like Joomla!, but that would be like an entire site, not a blog).
