I PURPOSELY bump old threads because they have room for development, like Post your computer, and Favourite city in the world. I would say its completely unneeded. Currently, its not in a bad spot, and you just need to be more careful. Well, ignoring the time/date thing, maybe make the rules page a bit easier for new users to see, eg. when they register they need to go through the rules (though I think I saw a link to them somewhere when I registered, I wouldn't know, I don't make multiple accounts) before they go on to finalising their account. Usually people would look where the actual forum is, not where the member list is (what new member would need/want to use that?), because the forum is where all the action happens.
