IE problem - Printable Version

IE wont open. Its only just started happening like 2 minutes ago. I have had this window open so it hasnt closed but every time I go to open IE or open a new tab this comes up...
Any ideas what to do?

Start > Run > Type or copy/paste the following into the box:
iexplore.exe -nohome -extoff
[Note the spaces in the line above!]
