Some sort of motion blur maybe?
Not sure how you create it, but you sometimes get something like that when you take a photo and move the camera before it had the chance to finish.

It's just taken with long exposure :P

I know for sure that the Nighttime feature for Casio family cameras use a long exposure setting...too bad that my hand shakes too much :(

Most camera's enable you to change the shutter speed, just put a big number there and try it out. And put the camera on a tripod or else the buildings will get blurry too :P

Another example of a long exposure photograph:

That's cool :P

I'm going to go and see if my camera can do long exposure ;)

Yeah it's long exposure, there was a video on like Megaupload or something that had a 500mb file of high definition really good looking pictures.

Very facinating :)

Yeah this is cool. Just make sure you have a tripod or else it will blur every thing.

Fireworks are awesome with this by the way, with a sturdy hand or a tripod as Snake said. Epic awesomeness :D.
