Audacity is a great, freeware audio editor. See this page for info on how to edit mp3 files with Audacity.

If you want to be cheap, you can always input it into Windows Movie Maker, save as wma or whatever it is and user the likes of iTunes to convert it.  I used to do mine that way when I did this stuff occassionally.

if you have the money, i tend to favour adobe audition CS3 ... expensive but fantastic!

lol he just wants to make ringtones not edit the whole music file. i think freeware will do him fine

You could try Polyphonic Wizard.

Now I know what the name suggests but it does polyphonic real tones, pictures and java applets. There is a 7 day trial on it but I've used it since 2004. Yes the full version costs $19.99 but if it's something that you were going to do a lot, then it might be worth it :D
