A skinner pointed this out to me in a mail:
Extract resources does not extract Plus!' own resources. Happen on both WLM8.5 and WLM9.
Repro:
- Open Plus! preferences > Skins > Extract Resources
- Make sure "Extract Messenger Plus! interface files and images" is ticked"
- Press Export
- Log file will say:

sorry towards Menthix for stealing his bug 
Previously we could extract the Plus! resources with the skinning resource extractor wizard thing.
In build 311 this doesn't work anymore.
When I select "extract interfaces and images from Plus!", all I get is an empty directory structure:

Confirmed, this problem exists in the final release as well, good thing I'm releasing an update this weekend. Thanks for finding this problem Cookie.
I didn't send an email about this build because it was mainly created for translators while I'm fixing small problems that are not improtant enough to bother you
