Zip it and rename the file from skin.zip to skin.plsk. Also, check the skinning documentation for help on this issue

It is not what?
My instructions:
Using winzip, 7zip or anything that zip's folders add your skins folder to an archive. Make sure the type of archive is zip and it will ask for a name. Call it youskin.plsk and compress. It should work and you'll see the skin and the plus skin icon 
If you send me the folder I'll do it but your not learning that way.

Anything that can zip folders. Like 7zip, WinZIP, WinRAR ect. Once you have zipped it attach it here and i'll make it a plsk for you.

i have do all what you have say but when i open it with mp tool
it says:The specified file does not appear to be a valid preferences pack
