Hey, When I open chat conversation all the times but format codes did not show.

when you are typing in the message box, this is normal. the actual message format will not be displayed until you actually send the message and it appears in the conversation history above the text box.

I don't think thats what he meant
It looks as if Plus! is not installed, or a skin is hiding them buttons.
If you are using a skin check the options that the skin has, if the skin does not have any modifiable options chances are that you wont be able to get them buttons back onto the chat window without removing the skin or modifying it.
If you are not using a skin, just repair Plus! in the add/remove programs.
