What program can I use to view a video truly frame by frame? I have tried a few but they always skip like 1 or 2 frames in between what they show me.

I think that Windows Movie Maker can show frame by frame

what kind of movie is it and how long is it?
power dvd maybe?

You can use Windows Media Player (Enhancements, Play speed settings).

I *cough*obtained quicktime pro, and exported the frames I wanted.
