Hello,
I would like to know how can I prevent users from adding contacts and also how disable access to the tools options. I asking this because I would to implement this in a small business. Any help would be greatly appreciated.

The latter can be done by disabling the Options menu item itself through code.
Since this is for a small business you may want to "higher" a skin developer who can make a skin that can remove any additional features you do not want available in Windows Live Messenger.
