Hi, I'm from Argentina.
Is there a possibility to show a picture only to one person?? Unfortunately to do this I have to block all the other contacts 
Perhaps is there a way to do this being off line ?? I don't use Plus Live so I don't know if this feature is available.

No, the only way to show a picture to only one person is to send it to them.
A display picture can be seen by everyone, except those who were blocked when you changed it
