Messenger already lets you sign in when a connection is established:

Options -> Sign In -> Check "Allow automatic sign in when connected to the Internet"

As for your question about the WLM icon, unfortunately it cannot be completely removed easily. The easiest way is to allow Windows to hide certain icons (you may need to set it to always hide WLM).

Also, Messenger Plus! Live's Messenger Lock feature changes the tray icon to whatever you want, if that's what you're looking for.

how long will WLM take to detect an active internet connection if I was disconnected prior to that?

I'm not too sure, but if the WLM team have any common sense it'd probably be about every minute or so.

If you lost the connection then you will be automatically signed in again after 60 seconds, even if "Allow automatic sign in when connected to the Internet" is disabled.

Messenger will also display a countdown till the next try:
