ObjectDock Plus, Fences, Mouse keys and keyboard keys.

All the ones I voted for + RocketDock and some keyboard shortcut buttons (like calculator)

Use the GNOME bar when using Ubuntu, but use Rocket dock + Object Dock when on Windows.

On Ubuntu: Gnome Do ftw. When I discovered it, it revolutionized my notebook experience.
On Windows: Usual ways.. Start menu, mouse, Win+R. Haven't found a good alternative for Gnome Do on Windows yet =(

Personally I am just using the Windows 7 "dock", pinned start menu programs and all programs.

in addition to the start menu options, I also use KB hotkeys and the run dialog frequently
