I've tried uninstalling 8.5 and installing 9.0, and it hasn't worked.
I get this same error code every time saying that another program is preventing it from installing.
hr:0x8007063
Any advice?

Please try the ZapMessenger utility to remove all traces of Windows Live Messenger then re-start your computer.
Please re-download Messenger from here and then attempt to re-install it
