k it says this prgram is used internally by messenger plus! live.
I have messenger plus live.....
so why is it not working?
And why cant i download the skin"?

Try clearing your cache, and make sure you have the latest version of Windows Live Messenger and Messenger Plus! Live.
Keep in mind, most skins on the database are for WLM 8.5, and not the current WLM 14 (2009). Skins will not work unless you are using the corresponding version.
