Ok, if this is some place else, be nice and let me know!
But I have seen some display pics that are small videos of themselves
and some are pic shuffle
How do they do this?
Someone told me it is scripts but could never figure that out
If anyone has a link or something I and I think many would greatly appreciate it!

The pic shuffle can certainly be done with a script.
Download link for the skin is here.
Make sure you have the latest version of Plus! installed and then import this script and you can have shuffling pics 
As for the video, it could just be a short gif image of themselves that they took with their webcam, however I cant be sure.

Yeah, it will be a video of her that has been converted into .GIF file format.
From WLM 9.0+ you can have animated GIF's as your DP.

No, it will be a dynamic DP, which I believe were traditionally flash file animations. Just use webcam images instead
