Next, check Disk Management (diskmgmt.msc). See if your missing disks/partitions show up there and you can assign them drive letters. I had to recently fix a couple of computers where Windows 7 didn't associate a drive letter with a partition making it appear as if the device wasn't plugged or was not working.
