I want to use an xml document to theme my igoogle page, but I don't want to submit it(make it public), any know how to do that?

Should you not use Firefox, then there are userstyle extensions for Chrome as well.

@ work they force IE on us

According to this, you don't have to make it public.
Just don't tick the box.
