I had never noticed before.
The first image say: You are in this contact's list
The Second say: You are not in this contact's list

So, it shows whether people exclude me from their contact lists?
Not blocked, but just exclude ?

This feature has been quite unreliable for a few months now. At one time yes, it was accurate. The information in this window comes from WLM itself Tools > Options > Privacy > "See who has added you to their contact list [ View ]"
It is up to Microsoft to have this updated.

He did answer it though. The information comes from Messenger's own feature: Tools > Options > Privacy > "See who has added you to their contact list".
So, it shows if you are added to the contact's contact list or not. It hasn't anything todo with being blocked.
But since a while Microsoft has changed how this works and since then that information is not accurate anymore and you're best to ignore it.
