In Plus! 4.9 (and before), you could set a hotkey for both locking and unlocking Messenger. But I can't find the unlock hotkey option anywhere, and my original key sequence (Shift+Alt+]) no longer works. Has this feature been removed?

Yes, this feature has been simplified. The shortcut for unlocking Messenger is now the same as for locking Messenger.
