Ok, I came onto my computer today after school, and there was a toolbar at the top of my screen that was the beigish color that windows uses for toolbars as a default, and it had my computer at the top and a few other links. Upon right clicking it I got this menu with a very small border like the one you get in plus if you type / and wait, except it had options for the toolbar. Then I clicked x on the config window thing, and the toolbar closed. I want to know if this is something that is already on windows xp that can be enabled/disabled, if it's some kind of app that's been installed, or if something just funked up.
Sounds like you made a toolbar of your desktop. On Windows XP, choose not to lock the taskbar, right click it, go to Toolbars and choose Desktop. Then, drag it onto your desktop.
