plus, is there a way to make the program list not automatically pop up, or like take longer before it tries to pop up, because whenever i try to go to something on the start menu, my mouse passes over it and i then have to wait for it to load

there is a directory on your computer for the send to list under C:\WINDOWS\SendTo\
as for new, i'm not quite sure

SendTo list: add or remove shourtcuts in c:\documments adn settings\<your name>\sendto

New list: go to microsoft.com and look for TweakUI. Download it. It can configure that. It also can confugre the delay time of the menus. (<- I think i'm not wrong)

you downloaded the version for Windows XP 64 bits. You need the version of 32 bits.

btw, do you have windows XP? I 'm not sure if TweakUI would work in other Windows than XP.
