No, Messenger Plus! is compatible with Windows 98/Me/2000/XP/2003 and requires MSN Messenger or Windows Messenger 4.7, 5, 6 to work properly.

If Windows hook is appilcable for MSN Messenger in Windows Mobile/Windows CE, I think it's possible. Currently you can develop programs for Mobile devices with Visual Studio 7/7.1 (that's what Patchou use). But I think it requires quite a tremendous work :P
