I know the topic about gif display pictures have been up in the forum several times.. but I was wondering if it is possible to make gif smileys, because msn already have some smileys that moves, so i think it should be possible to make such a thing...

You can already add .gif emoticons...What I believe you actually mean is animated emoticons, and just because you think it is possible doesn't mean it is. Custom emoticons are, I believe, are stored differently and aren't converted the same way...
