hi im new to plus so can someone please tell me ,can you make your own emotion noises? if so how?

you can use a plugin called Audiator to add your own sounds

there also hear it, if they have the plugin installed.  don't they ???

They hear if it they have the plugin, and the sound file, I'm not 100% sure how it works but each sound file has an index which is what Audiator uses to know which file to play.

Each soundfile has an index, and Audiator uses that to identify which sound to play.
I use a similar system in my souind plugins, but obviously with a fixed number of sounds I don't have as many indexes .
