That error means that they are blocking beta's because they are doing maintenance (only the message has changed a bit). Note that this maintenance isn't world wide and can occur in only specific countries.

Indeed. This isn't the place to ask questions about Messenger beta's. If you're a official beta tester you would have recieved also the proper channels to state your problems and questions. If you're not an official beta tester, you shouldn't be using a beta at all...
