Ok , for the last few months, its been saying some of my contacts are offline when they are not, and they havent got me blocked, ive tried uninstalling messenger and plus but it doesnt work, i tried getting the people to delete me adn i delete and re add them but that doesnt work either..anyone know why this happens? i remember it happening about three years ago as well, so i dont think its only got to do with Plus

As i already told you on IRC, this is a serverside problem (yes your contactlist is stored on a server not on your computer). You really oughta contact Microsoft about it. You can do so here: Contact Messenger Support by E-Mail
