i just minimized msn and this popped up

I think this is are problem with norton antivirus.   
Norton Antivirus added a new instant messaging scanning feature which can conflict with MSN Messenger. 

Open Norton Antivirus (Right-click on the Norton Antivirus icon in the System Tray/Notification Area (by the clock), choose'Open Norton Antivirus'), click Options, then Instant Messenger then uncheck MSN Instant Messenger or Windows Messenger click OK.

If you havent got norton then i don't know.

Could be a plug-in which causing that, Try reinstalling MSN Messenger again.

this happens to me sometimes

but with not just messenger
outlook, firefox etc...

are you using windows 2000 sp4?

no, he's using Windows XP Sp2, that service pack 2 is just a guess but...

Do you have all of the required runtimes :s...
